Description:

Cab passenger opened door and knocked cyclist off. I arrived on scene just after incident and called 911. Cyclist was sent to hospital with damaged leg.

Note that 911 dispatcher spoke to police and, after hearing the description of the incident, they told the dispatcher they did not need to attend. I told the dispatcher this was an offense and they should charge the door opener. Eventually they showed up, but not sure if they charged her.
